Law & Policy Engagement & Institutional Roles
Using Law to Transform Systems and Deliver Justice
Sultana Tafadar KC’s justice reform work is rooted in the belief that law is a tool for systemic change. She interrogates legal systems that exclude the vulnerable, challenges laws and policies that overreach, and helps rebuild frameworks grounded in fairness, dignity, and accountability.
Her work spans strategic litigation, policy engagement, and training and capacity building. She acts in landmark cases, advises institutions and governments, and delivers training for lawyers, academics, and NGOs worldwide — creating ripple effects of reform that outlast any single case.
Law & Policy Engagement & Institutional Roles
Sultana provides strategic guidance on human rights compliance, legal system harmonisation, and reform of discriminatory laws and policies. She provides expertise on:
Aligning national legislation with international human rights frameworks
Evaluating counterterrorism and national security laws for rights compliance
Developing legal tools to protect women, girls, and marginalised groups
Advising on transitional justice and legal redress in post-conflict settings
Her advisory style is rigorous, culturally sensitive, and grounded in both doctrine and practical implementation realities.

Early Advocacy Foundations
Sultana began her career at the Amnesty International International Secretariat, where she worked on urgent action campaigns, international justice, and post-conflict reform programmes in Darfur, Iraq, and other conflict zones.
This formative work gave her first-hand experience in linking law to lived reality — an approach she continues to carry into all aspects of her justice reform portfolio.
Why This Matters
Strategic litigation can set legal precedents, but on its own it cannot transform systems. Justice reform requires a holistic approach:
Litigation that holds institutions to account.
Policy engagement that changes how laws are written and enforced.
Training and capacity building that equips lawyers, academics, and NGOs to continue the work globally.
Systems change ensures that the tools are present for lasting change.
By combining all four, Sultana Tafadar KC delivers impact that is measurable, lasting, and systemic.
