Using Law to Transform Systems and Deliver Justice
At the heart of her work, Sultana Tafadar KC drives transformational change across law, policy and institutional culture. Through strategic litigation, justice reform, global advocacy, Girls Human Rights Hub — her non-profit organisation advancing girls’ rights globally — and wider institutional partnerships, she works across a broad range of human rights, leadership and systemic reform initiatives with organisations, governments and international partners worldwide.
Her work is rooted in the belief that law is a tool for systemic change. She challenges systems that exclude or disadvantage the vulnerable, strengthens accountability and works to create long-term legal, cultural and structural reform beyond any single case. Her work spans landmark litigation, policy engagement, training, institutional advisory and capacity building, with a focus on challenging systemic barriers and driving lasting impact across institutions and communities.
Strategic Litigation & Justice Reform
Sultana combines frontline courtroom advocacy with structural justice reform, working across domestic courts, the European Court of Human Rights and the UN system to challenge laws that fail the vulnerable and drive institutional change that outlasts any individual case. From landmark international cases to pro bono representation of professionals and activists, her strategic litigation work is directed at systemic outcomes.
Law & Policy Advisory
Sultana advises States, institutions, NGOs and international organisations on human rights compliance, legal system harmonisation and the development of new legislative frameworks — including the Girls Human Rights Act, the first comprehensive model legislative framework focused exclusively on girls. Her advisory work spans counter-terrorism, transitional justice, fair trial rights, DEI and parliamentary engagement.
Training & Legal Empowerment
Sultana has delivered training to thousands of lawyers, students, NGO professionals and young people across the UK and internationally — on counter-terrorism law, human rights, international law, safeguarding and girls’ rights. Her training portfolio spans Sciences Po Paris, Cambridge, Oxford, JUSTICE, the OSCE, major law firms and the Girls Human Rights Festival.
Systems Change
Sultana is developing three interrelated instruments that together form a new architecture for the protection of girls in law globally: the Girls Human Rights Act, which sets the legislative standard; the GHR Index Tracker, which measures how states comply in practice; and GHR-LEN, the Legal Empowerment Network, which enforces those standards case by case. These are legal instruments designed to change how the world protects girls.
